Jordi Pugneró was born in Sant Cugat del Vallès in 1974. He obtained a degree in Information Systems Engineering from the University of Surrey (UK). His professional career started at Deutsche Bank’s IT Department in Frankfurt, where he worked as a programmer-analyst between 1997 and 2000. He then moved to IBM, where he worked as a senior consultant and was responsible for IT projects and new technologies from 2000-2003.
In September 2003, he joined Sant Cugat Town Council as chief of staff to the mayor. He later served as Deputy Mayor for Governance, Security, Mobility and Technology in Sant Cugat until 2013. In 2013, he was named Managing Director of Telecommunications and the Information Society until 2016. In 2016 he was appointed Secretary of Telecommunications, Cybersecurity and Digital Society.
